I like to spy on ... er observe ... people, too! My s.o. rides a bicycle to work, and I imagine a scene not unlike this, with peaceful, tree-lined paths.
And plenty of windows there are. It looks like a distribution center.
Shame there is no one to spy on.
A mystery ... who is observing who and why?

Usually this is a very crowded play, but it was a) on a Sunday and b) during summer break. Hence the peace kobico mentioned.
